Moshi Amsi Mislay (PhD) is a lecturer at the University of Dar es Salaam, School of Education at the Department of Educational Foundations, Management and Lifelong Learning. He has an experience of more than 26 years in teaching in both secondary and higher education, researching and doing consultancy in education policy, planning and administration. He has experience in research education policy making and implementation. His other areas of research and supervision are educational leadership, quality assurance, and politics. Recently, he has been involved in several research projects and consultancies organized at national and institutional levels. At institutional level, he has worked with Hakielimu in analyzing Education and Training Policy 2014 to identify its strengths and weaknesses. At the national level, he was involved in conducting three major activities. Firs, Education Sector Analysis (ESA) that was conducted in 2021 in request by the Ministry of Education, Science and Technology, sponsored by UNICEF Tanzania. Second, he was also involved in Education Sector Development Programme 2021/2022-2025/2026 in 2021-2022 in request by the Ministry of Education, Science and Technology, sponsored by UNICEF Tanzania.  Third, he was involved the Review of Education and Training Policy 2014 that was conducted in 2022 and 2023 in request by the Ministry of Education, Science and Technology, sponsored by UNICEF Tanzania.

Furthermore, he has a wide experience in teaching and learning and supervising postgraduate students’ theses and dissertations in educational planning, policy analysis, and management. Also, he has been coordinating departmental postgraduate studies and participated in the development of postgraduate programmes in the School of Education, where he has been working since 2007. He equally possesses excellent knowledge and skills in educational research.
