The goal of the Human Resource Management and Administration Directorate (DHRMA) is to attract, retain and motivate employees so that the University collective goals can be achieved. UDSM is dedicated to acquiring the highest quality employees with high potential who can help the university compete at national, regional and international levels. UDSM employees are core to delivering its goal of quality and excellence.

To promote and communicate UDSM values, principles and ideals about human resource management that needs to be understood and internalized by members of UDSM staff and the general public.
Number and Categories of staff
UDSM is among the biggest employers in the country with a total number of 2,470 employees as of June 2023 who are ranked as academic staff and administrative staff. The category of Administrative staff is composed of 1,227 employees of whom 534 equals to 44% are female while male are 693 which is 56%. In the category of Academic staff the number totals 1,243 of which 894 equals to 72% are male and female academician are 349 equals to 28% of all academic employees. A total of 650 academic staff are PhD holders 481 being male and 169 are female.
