Hulilo Shilangonga Lutaha is employed at the University of Dar es Salaam within the Directorate of Library Services, currently holding the rank of Library Officer II. Hulilo has been an integral part of the University since joining in 2019. He graduated with a Bachelor's degree in Library and Information Science from the Open University of Tanzania in 2017. Prior to that, Hulilo attended the School of Library, Archives, and Documentation Studies, earning a Diploma in Library and Archive Management in 2016, and a Certificate in Library and Information Studies in 2010, both from the same institution.

His specialization areas include the organization of library materials in both electronic and print formats, records management, information literacy, and reader services.
